EPA Revises EP3 Process to Allow D3 Corn Fiber Ethanol Producers to Apply for D6 Ethanol Pathways

EPA has expanded the Efficient Producer Petition Process (EP3) process to allow producers who are registered to generate cellulosic biofuel (D-3) RINs for ethanol produced from corn kernel fiber to use the EP3 process to also generate RINs for non-grandfathered corn starch or grain sorghum ethanol. Prior to this update, the EP3 approval process could not be used for facilities who wished to generate both D-6 RINs from corn starch ethanol and D-3 RINs from ethanol created from corn kernel fiber.  Producers who wish to use this new approach under the EP3 must first submit a new pathway petition following the instructions posted on EPA’s website. These modifications do not impact facilities that have already been approved or registered for an EP pathway.
